なぜ「Foreign Resident Listening Initiative — Japan 2026」を立ち上げたのか
日本社会はますます多様化が進んでいます。しかし、「在住外国人」とひとくくりに語られることが多い一方で、その実情は決して一様ではありません。出身国、文化的背景、職業、在留資格、家族構成など、それぞれの状況は大きく異なります。直面する課題も、成功体験も、日々の生活のあり方も、人によって大きく違います。
ICAJでは、意味のある支援は「まず耳を傾けること」から始まると考えています。
Foreign Resident Listening Initiative — Japan 2026 は、日本全国に暮らす外国人の方々の「実際の声」を丁寧に理解することを目的として立ち上げました。日本での生活が前向きなものであった方も、困難を経験された方も、その中間にある方も、すべての声が大切です。
多様な背景と言語を持つ方々から意見を集めることで、本当に必要とされている支援や機会、改善点を見極めていきたいと考えています。
ICAJは、ボランティアを基盤とする設立間もない一般社団法人です。決して完璧ではありません。しかし、理想的な条件を待つよりも、小さな一歩でも行動を起こすことのほうが重要だと私たちは信じています。
「聴くこと」は、外国人住民と日本社会との間に、より強い橋を築くための第一歩です。
本取り組みを通じて、今後のプログラム設計、企業や団体との連携、そして提言活動においても、憶測ではなく実際の声に基づいた取り組みを形にしていくことを目指しています。

Why We Launched the Foreign Resident Listening Initiative — Japan 2026
Japan is becoming increasingly diverse, yet the experiences of foreign residents are far from uniform. “Foreign residents” are often spoken about as a single group, but in reality, people come from different countries, cultures, professions, and life circumstances. Their challenges, successes, and daily realities can differ greatly.
At ICAJ, we believe that meaningful support must begin with listening.
The Foreign Resident Listening Initiative — Japan 2026 was created to better understand the real, lived experiences of foreign residents across Japan. Whether someone’s experience has been positive, difficult, or somewhere in between, every voice matters. By gathering insights from people of different backgrounds and languages, we hope to identify what support, opportunities, and improvements are truly needed.
As a newly established nonprofit organization operating through volunteer efforts, we may not be perfect. But we believe that taking action — even in small steps — is more important than waiting for ideal conditions. Listening is our first step toward building stronger bridges between foreign residents and Japanese society.
Through this initiative, we aim to shape future programs, partnerships, and advocacy efforts that reflect real voices — not assumptions.
